ATTENTION: If you’re downloading this for the first time, please disregard the armor replacer esp in the download. Caesar’s New Regime is a much better, much larger, and much more detailed Legion overhaul mod. If you like this file, you’ll LOVE CNR 🙂 So go check it out!

Thanks for checking out this Legion Power Armor. It comes in two armor variants, four helmets, and optional gear. Also included is a new one-handed blade of the Malpais.

The optional replacer file will make the Legion Power Armor worn by the Legate (note: a future update will put the original Legate helmet back onto Lanius but with matching textures). Variants of his vanilla armor are then applied to the Praetorians and also the Legionaries fighting at the Second Battle for Hoover Dam. NOTE: If you want a copy of the «DamWar» variant, check Caesar’s footlocker (facial hair may clip). This is just the beginning of the replacer esp. Leave comments with your feedback and suggestions.

Please report any (serious) bugs. The armor is BIG and will thus run into some clipping issues unavoidably. These aren’t game breaking. Just accept the small ones for what they are and let me know about big ones. (note: I removed the tubes from the original version of this mod to reduce clipping issues)

We’re over 3,000 downloads, have over 100 endorsements, and we’re in the running for File of the Month! Thank you all!

PLEASE contact me if you want to create a Project Nevada compatibility patch

1. Credits and Permissions

First and foremost, credits go to the following:

2. Location:

In a crate in the Legion’s safehouse. There’s a picture in the image section.

For the replacer armor worn by Legionaries at the Second Hoover Dam battle, check Caesar’s footlocker for the Legion Warrior armor.

3. Mod Explanation

As the time of the Legion’s first assault on Hoover Dam drew near, members of the original Blackfoot clan—now high ranking Legionaries—sought to pay their respects to Caesar and the Malpais. What they produced was a set of armor for the Malpais to wear as he led them in battle. Before Graham ever saw the armor however, those responsible for constructing the armor presented it to Caesar seeking his blessing.

Caesar’s reaction was not what they had hoped. His anger poured out as he scolded his Legion for secretly producing an armor that borrowed so heavily from the technology and culture he hoped to transcend. He charged Lucius with destroying the armor and warned that any such future offense would be met with death.

Lucius was troubled by Caesar’s decision. The armor was powerful. intimidation forged in its plates.. fear stamped into its footsteps. In a secret act of defiance, Lucius sent the armor to Atticus for storage in the Legion’s safehouse.

Graham soon met the same fate as the armor meant for him: Rejected by Caesar and cast away from the Legion in the crosshairs of destruction.

The armor now waits for you to determine its use.

Will you see the redemption of it as you serve it’s original purpose? Perhaps wearing it as you lead the Legion’s second assault on the Dam? How many rangers will fall to the Courier clad in the Legion Gladiator Power Armor? What are the stories that will spread of a new Legion monster more deadly than Lanius himself?

Or will you take it up as a symbol of Graham’s revenge? Will the armor Caesar rejected return to haunt the Legion as a plague they cannot escape? How many Legion warriors will the Courier slaughter under the protection of the Legion Exile Power Armor?

You decide. And let me know. I’d be glad to hear it 🙂

4. FAQ

1. Q: I play for the NCR so why should I care about a Legion armor mod?
A: Two reasons. First, you can wear it as described in the back story above—as a means of haunting the Legion with the armor they cast out. Second, and more importantly, I think an important part of combat-based video games is facing an enemy threat that seems insurmountable. If the Legion sits across the Colorado in small numbers in thin armor with small melee weapons, who are they really threatening? As a soldier of the NCR, wouldn’t you rather rally against a deadly foe and achieve victory despite the odds? Building up the Legion only helps bolster the immersion for all players.

2. Q: Will you make a female variant?
A: I doubt it. I’ve never made a single female armor and personally have no interest in creating them. There are plenty of other modders who have given a lot of attention to females in the game. If you can convince someone with a passion for female armors to fit this one to a female body, by all means go ahead. Just read the permissions section above. And it probably goes without saying that females would never have fought for the Legion anyway.

3. Q: Will you do more Legion mods or a full overhaul?
A: I’m seriously considering it. If you REALLY want to see this, leave a comment asking for it after you’ve endorsed the file and voted it FOTM 🙂 The more interest this file generates, the more I’ll be motivated to expand.

I’ve got more than a few ideas for Legion mods 1.) a Frumentarii armor and group of NPCs, 2.) a complete Legion overhaul including escalating the armor worn at the Dam War, and 3.) Populating the Legion ghost camp with (my dream of) caged Super Mutant Behemoths waiting to be unleashed at the Dam War.

4. Q: Will you make x variant of your armor/helmets?
A: Depends. It doesn’t hurt to ask but I’m trying to move forward with other projects now that this one is finally uploaded.

5. Q: Are you crazy? There’s no way a bunch of tribals could have the materials, tools, or scientific understanding to produce even a minor/simple PA component, much less a full suit of PA, either from scratch or through jury-rigging of existing components.
A: I disagree. There is already a precedent for tribal power armor in Fallout canon (The Pitt). Also, if Centurions are able to salvage the right arms of T-45 armor (and there are a lot of centurions at the dam war), then the Legion has obviously had access to plenty of power armor parts AND they have the ability to salvage them in some way. In addition, Caesar has a t-45d helmet in his footlocker further evidencing available loot from previous skirmishes with the BoS.

If this aspect of the story is important to you (and just saying original Blackfoot tribals «produced» the armor is ambiguous, I know), you could postulate any of the following: 1. A BoS outcast or group of outcasts defected to the Legion and donated their armor to the cause. 2. Former enclave personnel were captured or commissioned by the Legion to aid in production. 3. Skirmishes with the BoS led to the looting of a BoS bunker and the securing of working power armors or their parts.

Really, it’s sci-fi. If you want to find a way of reconciling the armor to Fallout canon, it will be easy. If you want to find a way of finding inconsistency in the armor, well, that will be easy too. But at the same time, it would be easy to find inconsistency in official canon with a sufficiently stiff evaluation.

File of the month August 2015!

***********************************************************
Short Description:
***********************************************************
This mod provides more Legion content by changing/expanding several vanilla quests to either:
1. Give the player the option of completing it in favor of the Legion where that normally wasn’t possible, or
2. Make an existing Legion quest bigger and more interesting.

In addition, this mod adds 2 entirely new Legion quests, and integrates some (originally non-Legion) vanilla quests into the main Legion questline «Render unto Caesar».

One of the new quests provides the player with a Legion Support Radio which the player can use to call in Legion troops as reinforcements, similar to the vanilla NCR Emergency Radio.

Every piece of dialogue is fully voiced using audio files from the game. Often spliced, but never in a way that you will be able to hear it.

***********************************************************
Long Description:
***********************************************************
The quests That Lucky Old Sun (HELIOS One), Birds of a Feather (Van Graffs), How Little We Know (Omertas), and We Are Legion (taking over Forlorn Hope) are altered, to either expand them or provide an option to complete the quest in favor of the Legion.

Two new Legion quests are added:
One involves meeting up with Cato Hostilius to assassinate Chief Hanlon, the leader of the Rangers.
The other is a side-quest that involves taking down the various Ranger Stations. The player also receives a Legion Support Radio that can be used to call in Legionaries as followers that assist you in combat.

Three quests have been added into the main Legion questline, occurring after the Boomers part and before the White Gloves part of Render unto Caesar, i.e.:

Things to note:
— Each support troop can be given orders by talking to them, and have voiced responses to the orders: wait here, sync weapon drawing, change combat style preference, change follow distance, or dismissal. Alternatively, they can be dismissed by using the radio. I also added several lines of combat dialogue to the support troops, conditional on the enemy you’re fighting, and I restricted their dialogue in such a way that they do not bark their lines at the same time.

— Support troops have a cooldown that lasts until the end of the day they’re dismissed (until 24:00), similar to the NCR Emergency Radio.

— The Ranger Stations are not occupied by Legionaries after Long Distance Call. Instead, the Rangers respawn, because I wanted the player to have a few places where they could always go to kill some Rangers.

— «Don’t Tread on the Bear!» will only fail after dealing with the White Glove Society. In other words, the player can complete all the new quests integrated into Render Unto Caesar without being branded a terrorist by the NCR.

— Completing any of the «integrated» quests before receiving them from Caesar is not a problem. You just won’t receive any Legion fame by completing them, as they will not be a part of Render Unto Caesar. For example, if you already completed How Little We Know when returning to Caesar after dealing with HELIOS One, the player will just go straight to the Hanlon Assassination quest.

— If you have already completed Render Unto Caesar up to or beyond the part where you deal with the White Glove society, the quests That Lucky Old Sun and Sh-Boom! can still be started by talking to Caesar.

— You can also convince Jean-Baptise that Cass is dead through a relatively difficult Speech check.
If Regulus dies, his replacement won’t trade with you. He does not die easily, though.
— The Legion vendors (especially Regulus) don’t generally have a lot of caps, but they do have Legion Aurei/Denarii. So if you’re selling, you may want to trade for Legion currency.
— The vanilla bug causing Silver Rush inventory to not restock is fixed when the Legion takes over.
— This mod uses some functions from the JIP LN NVSE Plugin, but I put these in a separate script, so it’s perfectly fine if you do not use this NVSE plugin (or NVSE at all). The only difference is that the faction reputation associated with the Forlorn Hope map marker won’t change to that of the Legion when it’s captured.

You don’t need to start a new game for this mod or anything, you can enable it at any time. However I don’t recommend activating this mod on a save that’s in the middle of We Are Legion, due to how drastically it’s been changed. A save in which it’s already completed/hasn’t been started should be fine. If you activate this mod on a savegame in which We Are Legion has already been completed, the Legion will take over Forlorn Hope after 48 hours.
I could add a script to reset the quest if it’s already in-progress upon load, but this will probably cause more problems than it solves (e.g. when updating), and the Say Once flags on dialogue don’t get reset anyway.

Do not try to do a »clean save», i.e. deactivating the mod, loading the game and saving, then re-activating the mod. This will just screw up the quests.

The latest version is also compatible with the mod Novac Legion Quest.

I generally go out of my way to not change anything vanilla unless I have to.
Some of the things that did have to be changed include:
Quests: That Lucky Old Sun, Birds of a Feather, We Are Legion, How Little We Know, Render Unto Caesar,
Locations: BoaF Warehouse, Silver Rush, Forlorn Hope, Navmeshes around the sandbags at Camp Golf,
NPCs: Caesar, the Van Graffs, Big Sal, any of the NPCs in the BoaF warehouse, reference IDs of the Forlorn Hope NPCs, NPCs around the Ranger Stations, Chief Hanlon’s AI Packages.
For a complete overview of everything changed, use FNVEdit.

When in doubt, load this mod last, because quests tend not to work if another mod overrides the necessary scripts.

***********************************************************
Troubleshooting:
***********************************************************
If: The Support Radio doesn’t seem to work properly / Nothing happens after you kill the NCR after the Van Graff deal / Legionaries at FH won’t move / you have some other problem with the mod,
then the most likely cause is some kind of mod conflict.

Move this mod to the bottom of your load order, load a save game before the problem occurred, and try again.

If the problem persists and you’re quite sure it isn’t a mod conflict, inform me and I’ll look into fixing it.

1.2:
Added another new quest that allows the player to call in Legion support troops. Added the option to complete the Omertas’ quest in favor of the Legion. Integrated several quests into Render Unto Caesar. Added the option of sparing the BoS.
Fixed issue causing the player to be unable to complete Tend to Your Business after finishing Birds of a Feather by helping the Legion.
Increased the amount of NCR troops to fight when the player takes over Forlorn Hope in We Are Legion.
Added extra failsafes to ensure the Decanus talks to the player at the end of Birds of a Feather.

1.1:
Added a new quest that can be started by talking to Caesar after completing That Lucky Old Sun.
Fixed issue causing the player to be unable to continue/start quests when he/she is at the end of the Legion’s main questline.

About this mod

Author’s instructions

Eventually this mod will include the works of others, and I dont want to insult them by allowing there work to possibly be compromised. That said, if you are thinking of making a sub mod out of this, contact me first and maybe we csn work something out.

DO NOT: upload an edited version of this file on the nexus
(OR ANY OTHER SITE)

DO NOT: steal ideas or npcs from this mod unless i say its okay, this is a little ambiguous, but what im essentially saying here is dont use my esp as a base for a mod that your doing

DO NOT: upload on other sites, not even fallout 3 underground

SPECIAL NOTE: Should he choose to do so, Badger47 hereby has permission to re-create the «recruit companion» system used in this mod for his own purposes. He is still bound to honour the above, but this particular feature of the mod is free for him to expand upon or re-release in a seperate mod, again, should he chose to do so.

A note about the above permission: Companion system is now handled by the EZ companions mod, and thus Badger cannot utilize that unless BeZen gives him permission to.

File credits

First and foremost, thanks to SpaceOden for helping make this mod. Consider him a co-modder for this project, and a team member (myself being the team leader).

Id obviously like to thank Bethesda and Obsidian for their work, Fallout 3 nexus for hosting this file, Zombie_UK for helping me.

Huge thanks to BeZen for his GREAT mod called EZ Companions- without it you would not have legion recruitment, period.

Massive thanks to the user Badger47 for creating the companion command and control feature- this is something that would have been impossible for me to do, and thus without him this feature would never have made it without him. I cannot thank him enough.

My thanks to the user «Moraelin» for his gladius-and the scutums too, with it, i can add a bit of roman flavor to the faction, he has truly done me a service.

Thanks to Cotozic and Ardesh for the Football armor, which ill add soon

NEWS:
-I’m back, and planning to release a new version of this mod, here are my proposed features:
-non-essential raid camp centurion
-full compatibility and integration with CNR
-fully fleshed-out companion recruit system featuring new hire-able ranks and unit costs in caps.
-A new location in the wasteland for the legion home, for reasons of compatibility.
-potentially new legion troop types added to leveled lists.
-Removal of old or lower quality graphical assets, like that scutum that broke peoples pip boys.

REQUIRES NVSE TO RUN.
Link to NVSE: http://nvse.silverlock.org/

So here it is, the long awaited release. Im happy with it, but expect continued support and patching. Not too much new in this issue, but stuff works better and hopefully without crashing.

NOTE: To get this mod running well, use BOSS, it can be found on the nexus here. THEN, use FNVEdit to create a merged patch of all your mods, and once thats all done, this sucker should run right.

————
Description:
————
This mod aims to add new armor weapons and npcs to the game to flesh out the Caesars Legion faction and add new sensical armors and weapons to their loadout without compromising the legions feel. For the moment, there are no custom textures, though in time there will be, all of them fitting the original style the legion was presented in, just without looking silly and unbelievable as before.

For example: Recruit legionaries have numerous types of head pieces now:

Slave- hoods, goggles, and mouth-wrap (these guys did come from slaves after all, and the hood just makes sense and looks nice)

Head-wraps (several kinda) and the traditional goggles and mouth bit

Recon helmet and goggles/mouth bit

etc. The explorers and vexillarii now wear goggles and mouth-bandanas too, just because that fits them nicely

Praetorian guard no longer have stupid sun-glasses, and wear centurion helmets, with a small 1-in-5 chance of getting centurion armor.

The mod also includes a revamp of the legion raid camp, and a new player home for legion fans at the fort.

Increased Legion Presence http://www.newvegasnexus.com/downloads/file.php?id=35521

Populated wasteland http://www.newvegasnexus.com/downloads/file.php?id=36432

Legion Enhancement http://www.newvegasnexus.com/downloads/file.php?id=39323

Note: to make compatible with Populated wasteland, load the file AFTER pop. Wasteland.
———-
KNOWN BUGS:
———-
-The player is not charged any caps for purchasing companion legionaries

-Legion raid camp centurion is essential, and does not sell items (that Ive seen, anyway)

-Legion raid camp npcs tend to leave the camp and wander around after percieved threats. So it may well be that by the time you get there half the people in camp have wandered after some bloatfly.

-Raid camp guards don’t return to there positions after combat. Will make it so that they never move in future versions.

A note: current bugs:
-For some, the metal armor’s texture will be bugged, will make a special hotfix for that soon.
NOTE: THE HOTFIX IS NOW AVAILABLE, GET IT IF YOU HAVE PROBLEMS
-This mod is not compatible with mods that edit the legion safehouse, since thats where the legion recruiter is.
-While most glaring issues about the fort home got fixed, expect small ownership bugs on some of the more trivial items located inside. This should be fine since there isnt anyone around in there to call you out for stealing.
-due to the way the armor system works, legion troops may strain machines if seen in large numbers. This is because of the numerous additional meshes of each equipment piece- this mod might not be for low range computers, youve been warned.

Uninstall: delete the new esp/esm, and the texture/mesh files added.

-NVSE sucks, I want a NVSE free version
Asking for an NVSE version is asking for reduced functionality. The entire companion system and recruit option would be scrapped and all you would have left is essentially a legion buff and a mediocre fort home. Its also asking me to take time out of potentially making this a better mod by adding in content, in order to actually remove things. I realize if your a german gamer you cant use NVSE due to the gore thing- and im sorry, i really am, but I have precious little time as it is for this mod- i cant dedicate more to it in order to simply make it worse. Sorry. To those who dont have a legitimate reason to not use NVSE. Please get it. It takes perhaps a minuite or two to install, and makes mods like this one possible.

Im crashing at X because of Y, when Z.
-Post a comment on the comments section of this file. Explain in detail how the crash happened, and make sure to check if it was in fact this mod that caused it. If it WAS this mod, check to see if any of your mods conflict. I check the comments often, and I would be glad to help if I can.

—————-
In the future.
—————-
-More named legion npc’s, with different stories to tell, and new functions ingame. Specifically, I intend to add a named centurion to Nelson, who you can recruit troops from.

-New armors, specifically: leather, and t45d

-Hopefully, some kind of new lore-friendly «lorica Hamata» chainmail armor- new helmets would also be great.

-expand the concept to include the NCR with snipers ranked troopers, heavy weapons, recon teams, commandos, etc.
— this NCR thing will probably be my next mod. when i get around to it.

Initially you would have been able to spare the brotherhood while siding with the Legion, but for whatever reason they removed this option. It’s only two lines, there is supposed to be more content to this but I’m unable to find the brotherhood dialogue for the quest, I’m assuming it was deleted before the game was released.
Also it’s fully voiced and lip synced.

IMPORTANT: If you want to spare the Brotherhood, you need at least 55 speech. I Might add a reputation option at a later date.

In version 2 I fixed the issue of the speech failure option not showing.

I’ve tested it, it’s working fine (at least for myself). The appropriate ending slide plays, but there’s one tiny issue after passing the speech check you have to talk to Caesar to initiate the Et Tumor, Brute? quest but other than that it runs smoothly.
